Change
in Publisher and/or Interface
When the publisher
and/or interface for a title changes, should a new Vera record be created?
Yes and no, depending on the circumstances outlined below.
Publisher Changes
When the
Publisher of a title changes a new Vera record is required, except if
the following conditions are both met:
1. the
Interface remains the same, AND
2. the license terms remain the same. To check to see if the terms
are the same, one of the following must be true:
a.
There is a package level record for the Publisher with the fields
related to license terms (see table below) fully filled out, and
you know that the publisher has not changed terms in the course
of switching providers.
b.
the Licensed Notes field says "no terms," or equivalent
language, AND the terms are the same for both the old and the new
Publisher.
If you
can't say that either a or b above is true, talk to Ellen to see if
the terms have remained the same.
Interface Changes
When the
Interface for a title changes (but the Publisher remains the same),
we will use the existing Vera record. Review the following fields and
make changes as appropriate.

Notes - should record the history of the Interface change and the
old URL. For example "Changed from Ingenta to Metapress; old
URL was http://www.ingenta.com/examplejournal [041028kam]"

Background
on why we made the decision to keep the same Vera record when the Interface
changes: By keeping the same Vera record, we felt the pros are that you
can globally replace the fields that need changing, you keep the same
Vera ID number (important for Barton), you keep the subjects, and you
aren't contributing to "clutter" in the database by creating
a new record every time the Interface changes (multiple records for the
same title can cause confusion when problem-solving access questions).
The cons are that you have to make sure to carefully record the history
of interface changes (that trail won't happen automatically by having
both an old and new record in Vera) and that you can't use a template.
We felt that the pros outweighed the cons, so we're going with the same
